In California, Yes, it does in an optional way. AB127 of 2006 gave Community Colleges the option to comply with Building Codes or the Field Act.

Look in Title 19 Section 3.25 under “open flame device”. The code requires that if you wish to light candles in schools, that you first obtain a permit from the local fire agency.
